The appeal before us presents four issues within the context of federal fee-shifting statutes: first, whether a district court may use current market rates to compute the lodestar figure in an action brought against the Government; second, whether a public-interest lawyer’s “normal hourly rate” represents an established billing rate and thus a presumptively reasonable rate for the attorney’s services; third, whether a district court may award an enhancement of the lodestar figure to reflect contingency of success;…
