OPINION
TRAXLER, Chief Judge:
This dispute focuses on communications between Clark Realty Capital, LLC (“Clark”) and the Department of the Army (“Army”). The appellant, American Management Services, LLC, d/b/a Pinnacle (“Pinnacle”), claims that the Army unlawfully withheld many of these communications in violation of the Freedom of Information Act (“FOIA”).
