Scott Wood and other truck driver plaintiffs sued Valentine Surfacing (“Valentine”) because Valentine did not ensure that plaintiffs’ employer, Harco Company (“Harco”), paid the plaintiffs salaries at “prevailing wage” rates for work performed on California and Nevada public works contracts.
