Craig E. Dallmeyer (Developer) appeals from two separate Orders of the York County Court of Common Pleas (trial court), one affirming the Decision of the Zoning Hearing Board of East Manchester Township (Zoning Board) denying Developer’s first request for a special exception to expand his existing mobile home park by 160 lots, (2080 C.D.1991), and a second Order finding that Developer’s subsequent request for a special exception to expand his existing mobile home park by 87 lots was riot “deemed” approved by the Zoning Board’s action in continuing the hearing, (2079…
