Plaintiffs herein planned to construct a twenty-three story brick apartment building and a three story attached brick garage, on property owned by them on Delaware Place, Chicago. The construction costs were estimated at $2,500,000.-00. Defendant herein brought three civil actions against plaintiffs each charging violation of the zoning ordinance of the City of Chicago.
