Ijn this workers’ compensation dispute, the claimant, Charlie Johnson, was injured in the course and scope of his employment as a roofer with the East Baton Rouge Parish School Board (“School Board”). Mr. Johnson has not worked since his injury. According to the record, the School Board paid workers’ compensation benefits to Mr. Johnson in the form of temporary total disability benefits at a rate of $282.00/ week from March 16, 1991 through July 17, 1992, as well as from April 6, 2000 through January 31, 2003.
