This case represents another in a series of recent prosecutions brought by the federal government against individuals charged with smuggling marijuana into States of the Fourth Circuit by means of vessels operating in coastal waterways. See “High on the Seas: Drug Smuggling, The Fourth Amendment, and Warrantless Searches at Sea”, 93 H.L.R. 725-751 (1980).
