This is an action for judicial review of a decision of the Provider Reimbursement Review Board (“PRRB” or “Board”), an entity within the United States Department of Health & Human Services (“HHS”) whose decision in this case became final when Defendant Secretary of HHS (the “Secretary”) did not act on it within 60 days.
