This case is before the Court upon the appeal of the Board of Education of Monroe County, and Kyle Baker, Robert Wei-*720kle, Harry H. Mohler, Sharon Harris, and Steve Miller, members of that Board of Education, the respondents below. The ap-pellees and petitioners below are Ed Pell, Jim E.
