In this appeal we review the Secretary of State’s decision to deny Ryan Gumma’s petition to rescind the summary suspension of his driver’s license, which was imposed pursuant to section 11–501.8 of the Illinois Vehicle Code, commonly known as the zero-tolerance law. 625 ILCS 5/11–501.8 (West 1998).
