Environmental Waste Reductions, Inc. (“EWR”) applied to the Environmental Protection Division (“EPD”) of the Georgia DepartIment of Natural Resources (“DNR”) for a permit to build and operate a biomedical waste disposal facility in Quitman County. Finding that EWR’s application met the requirements of Georgia’s Comprehensive Solid Waste Management Act (“the Act”) and the administrative regulations promulgated thereunder, the EPD, of which appellant Reheis is director, issued the permit.
