MEMORANDUM AND ORDER

I. INTRODUCTION
In these two proposed national class actions, plaintiffs San Francisco Health Plan (“SFHP”) and the Board of County Commissioners of Douglas County, Kansas (“Douglas County”) allege that McKesson Corporation engaged in a racketeering en*266terprise to raise the prices of numerous brand-name prescription pharmaceuticals by stating fraudulent “average wholesale prices” beginning in late 2001, in violation of the Racketeering Influenced and Corrupt Organizations Act (“RICO”), 18 U.S.C. § 1964 and state law.1
