The principal issue to be decided in this declaratory judgment action is whether a rule promulgated by the defendant prohibiting the use of *372motorcycles within the confines of its mobile home park exceeds the authority given to mobile home park owners to regulate such activities under General Statutes § 21-70 (d).1 The trial court determined that the rule is unenforceable because it does not comport with the requirements of that statute.
