MEMORANDUM OPINION

This controversy arises over alleged violations of the Consumer Credit Protection *18Act, P.L. 90-321 (1968), 82 Stat. 146, as amended, 15 U.S.C. § 1601 et seq. and Regulation Z of the Federal Reserve Board, 12 C.F.R. 226 et seq. effective July 1, 1969.1 The facts as stipulated are as follows: Plaintiff on October 18, 1977 entered an agreement with Associates Financial Services Company, Inc.
