This appeal concerns the extent of certain exemptions to governmental liability under the Texas Tort Claims Act, Tex.Rev.Civ. Stat.Ann. art. 6252-19 (Vernon 1970) (hereafter Act). Appellant brought this suit against appellee seeking recovery under the Act for personal injuries he received while incarcerated in the Brazos County jail.
