ORDER AND REASONS

VANCE, District Judge.

All defendants in the above-captioned actions have moved for dismissal of plaintiffs’ claims pursuant to Rule 12 of the Federal Rules of Civil Procedure. For the following reasons, the Court GRANTS defendants’ motions.

I. BACKGROUND

Plaintiffs are Louisiana homeowners who allege that Hurricanes Katrina and/or Rita rendered their homes total losses. Some plaintiffs are individual homeowners seeking relief on their own behalf.
