CATHELL, Judge.

The Maryland Department of the Environment (MDE), appellee, brought a civil enforcement action against A.H. Smith Associates Limited Partnership (A.H. Smith), appellant, for alleged violations of 1) a Consent Order and 2) a wastewater discharge permit over the period of March 1991 through September 1994. The Circuit Court for Prince George’s County (Spellbring, J., presiding) found that appellant had violated the Consent Order and the permit and imposed civil fines against appellant in the amount of $49,000.
