Petitioner Phillip Angel Senteno (“Senteno”), a state prisoner confined at the California Substance Abuse Treatment Facility and State Prison (“SATF”), Corcoran, proceeding pro se and in forma pauperis, seeks a 28 U.S.C. § 2254 writ of habeas corpus. He is serving an indeterminate life sentence for murder, robbery, and assault following his jury trial in January 1983.
