Knox County Commissioner Wanda Moody (“Plaintiff”) made a Public Records Act request for numerous documents in the possession of Timothy Hutchison, the Sheriff of Knox County (“Defendant”). Defendant responded and provided some, but not all of the requested documents. Plaintiff eventually sought to have Defendant held in criminal contempt claiming at least fifty of his responses to the various document requests were false.
