In October of 1978, petitioner was appointed to the position of Director of Economic Development and Planning of Niagara County (County). In June of 1984 the Niagara County Legislature (Legislature) abolished petitioner’s position, effective July 31,1984. At about the same time, the Legislature created a new post of Director of Planning and Industrial Development.
