The instant case is before the Court upon the appeal of Petitioner, Carol Kinsinger, from a July 30, 2013, order of the Circuit Court of Mason County denying her petition for appeal of a final order of the family court which declined to find Respondent, Todd Pethel, in contempt of a qualified domestic relations order (hereinafter “QDRO”).
