In his position as Associate Public Health Engineer in the Rensselaer County Department of Health and Director of the Environmental Health Division, petitioner was required to enforce the Public Health Law and local and State sanitary codes in relation to environmental health matters under the general direction of Kenneth Van Praag, the County’s Public Health Director.
