The plaintiff alleges in his petition that he is a duly qualified elector in Ward 2 of Avoyelles Parish and that he is able to read and write and was assessed with more than $500 worth of property in said Parish on November 3, 1942; that on said date he was elected a member of the Avoyelles Parish School Board for said ward, as will appear from the proclamation of the result of said election issued by the Secretary of State according to law, a copy of which proclamation is annexed to the petition and made part thereof; that it was the ministerial duty of the defendant, as Governor of the…
