Appellant Kepa, Inc. challenges the ruling by the Circuit Court of Montgomery County upholding the Virginia Depart*699ment of Health’s determination that She-Sha Café and Hookah Lounge is not exempt from compliance with the regulations of the Virginia Indoor Clean Air Act. For the reasons that follow, we affirm the circuit court’s ruling.
