Among the motions pending before the Court are three which are integrally related: (1) in Civil Action No. H-80-144, plaintiffs’ motion for declaratory judgment that this Court has jurisdiction; (2) in Civil Action No. H-80-145, plaintiffs’ motion for partial summary judgment that this Court has jurisdiction; and (3) in Civil Action No. H-80-144, defendants’ motion to stay proceedings pending resolution of the jurisdictional issue in the appellate courts.
