Steffanie Bittner (“plaintiff’) appeals from a grant of judgment on the pleadings in favor of defendants Robert Dodson, Michael Sisco (“officers”), and the City of St. Louis Pohce *497Board of Commissioners (“police board”), in her action for personal injuries resulting from an automobile accident. We reverse in part and remand for further proceedings.
