GINSBURG, Circuit Judge:

Appellants are owners and operators of small, unsubsidized vessels engaged in the Alaskan oil trade. They challenge a Maritime Administration (Marad) waiver decision which temporarily allowed two subsidized, very large crude carriers (VLCCs) to operate in this domestic Alaskan trade.
