ORDER AND REASONS

SUSIE MORGAN, District Judge.

Before the Court is the motion to vacate filed by the City of New Orleans (“City”).1 The City seeks to vacate the Consent Decree regarding the New Orleans Police Department (“NOPD”) entered as a judgment of this Court on January 11, 2013, pursuant to Rule 60(b) of the Federal Rules of Civil Procedure.2 The United *605States of America (“United States”) opposes the City’s motion.3 For the following reasons, the motion is DENIED.
