NEBEKER, Associate Judge:
This appeal from a determination by the District of Columbia Rental Housing Commission (RHC) raises a single issue: whether the appeal to the RHC by petitioner Town Center Management Corporation, a landlord, was timely filed. Petitioner argues that because there is no reliable evidence of when the Rent Administrator’s final decision was mailed, and the appeal was filed within 10 working days of its receipt, the RHC erred in dismissing the appeal as untimely.
