On November 19, 1962, we were presented with a petition for appeal, presumably under the Act of June 3, 1937, P. L. 1333, art. XIV, sec. 1407, 25 PS §3157, averring: That ■petitioner was a qualified elector and resident of the City of Lebanon; that on November 16, 1962, the *501election board met for the purpose of canvassing absentee ballots cast for the general election held November 6, 1962; that upon opening the exterior envelopes of 13 of the absentee ballots, petitioner challenged the counting of said ballots on the grounds that the absentee voters were not unavoidably absent…
