Affirming.

The State Board of Valuation and Assessment, looking to its taxation for the year 1911, fixed the value of the appellee, South Covington & Cincinnati Street Railway Company’s franchise in the appellant, City of Newport, at $122,344. This valuation was certified hy the Auditor of the State to the clerk of the Campbell County Court, and by the clerk to the appellant, city; whereupon, the latter made out the city’s bill for the franchise tax, upon a levy of $1.40 per hundred dollars, amounting to $1,712.82, the payment of which was demanded of…
