[¶ 1.] Mother appeals the termination of her parental rights. She argues that the circuit court abused its discretion when it qualified the State’s witness as an expert under the Indian Child Welfare Act (ICWA) in light of the recently-adopted Bureau of Indian Affairs guidelines interpreting.
