The Attorney-General moves for an order permitting Elin M. Howe, Commissioner of the New York State Office of Mental Retardation and Developmental Disabilities (hereinafter OMRDD) to intervene as a respondent in this tax certiorari proceeding. Petitioners are the owners of a single family residence located at 2339 Shirl Lane in the Town of Niskayuna, Schenectady County.
