WILLIAMS, Circuit Judge.

During the fall of 2004, Ronald Matthews, the Chief of Police of the East St. Louis, Illinois Police Department, confronted an age-old question: how far to go to help a friend? The friend, Ayoub (“Dave”) Qattoum, was a gun-toting auxiliary officer of the Department and a convicted felon. After an altercation with another officer ended in Qattoum’s arrest and the seizure of his firearm, Qattoum called Matthews for help, and Matthews did not disappoint him. Over the next several weeks, Matthews tried to help Qattoum avoid prosecution by “losing” Qattoum’s weapon.…
