FINDINGS OF FACT and CONCLUSIONS OF LAW
HATFIELD, District Judge.
This action was tried to the court sitting without a jury. Trial commenced on December 11,1979 and concluded on December 17, 1979. Each of the parties introduced oral and documentary evidence. At the close of the evidence the parties rested, and the cause as to liability only of defendant United States was submitted to the court. The parties thereafter filed briefs on all issues.
