MEMORANDUM OPINION

Pending before the Court is a Motion for Attorneys’ Fees filed by Defendant I.S., a minor, and her parents, Steven and Kelli Summers (the “Summers” or “Defendant”), pursuant to the fee-shifting provision of the Individuals with Disabilities Education Act (“IDEA”), 20 U.S.C. § 1415(i)(3) (2004).
