The Federal Communications Commission was created by Act of Congress of June 19, 1934 (48 Stat. 1064, see Title 47, U.S.C.A. § 151 et seq.). The purpose was to consolidate into one regulatory commission the regulation of interstate and •foreign communications by wire and radio, etc. Section 4(f) of the act (48 Stat. 1067) provides that, subject to the provisions of the civil service laws and the Classification Act of 1923 (42 Stat. 1488, as amended, Title 5 U.S.C.A. §§ 661-674), the Commission shall have authority to appoint attorneys, examiners, and other employees necessary in the execution…
