The plaintiff in this action, Patrick Lynch, in his capacity as Attorney General for the State of Rhode Island (plaintiff or Attorney General), 1 appeals from a Superi- or Court judgment denying his petition to enforce a civil investigative demand (CID) issued pursuant to the Deceptive Trade Practices Act (DTPA or the act).
