This is an action for a declaratory judgment brought by plaintiffs W. Gordon and Lee Morris as residents, qualified voters and taxpayers of the County of Albany, and by plaintiff Christopher Johnson as a resident qualified voter of the Second Legislative District of the Albany County Legislature.
