MEMORANDUM AND ORDER
WOLF, District Judge.
This is a qui tam action under the False Claims Act, 31 U.S.C. § 3729 et seq. The United States has not intervened. Relator Gordon F.B. Ondis alleges that the defendants, the City of Woonsocket, Rhode Island, its Mayor Susan D. Menard, and various other Woonsocket officials, repeatedly misrepresented to the United States Department of Housing and Urban Development (“HUD”) that the City would encourage the expansion of affordable housing in order to obtain HUD funds.
