Petitioner-Appellant, Jesse Doyle Clark, seeks a certificate of appealability (“COA”) so that he may appeal the district court’s denial of his petition for habeas corpus brought under 28 U.S.C. § 2241. See Clark v. Payne, No. 2:08-CV-377 TC, 2008 WL 4935443, at *1 (D.Utah Nov.18, 2008).
