Following a lengthy investigation by law enforcement, a grand jury charged Defendant Samuel Steel with one count of conspiracy to distribute heroin and eight counts of distributing heroin. Pursuant to a plea agreement, Steel pleaded guilty to one count of distributing heroin and, in exchange, the government dismissed the remaining counts.
