In this action the plaintiffs, The Associated General Contractors of America, Central Ohio Division (“AGC”) and Patricia Sobiech, its Assistant Executive Director, 1 challenged the constitutionality of ordinances enacted by the city of Columbus, Ohio which required that firms owned by minorities and women receive a certain percentage of the dollar amount of subcontracts awarded on city construction projects each year.
