The declaration in this case, which was brought by the Taxicab Company of Baltimore City against L. F. Johnson, L. F. Johnson, Inc., Christ Methodist Protestant Church and the Mayor and City Council of Baltimore, alleges that the “said L. F. Johnson, L. F.
