The State of Iowa (State) and several individual farmers (plaintiffs-intervenors in the district court) appeal from the district court’s dismissal of their motion for a preliminary injunction to compel John Block, Secretary of the United States Department of Agriculture (Secretary), to implement three federal agricultural disaster relief programs.
