This is an action to recover damages alleged to have been caused by the closing of McGhee Street in the City of Knoxville by ordinance of the City, whereby, as con tended by the plaintiff below, petitioner here, his right of ingress and egress to and from a piece of ground belonging to the Southern Railway, in which petitioner claimed an interest as lessee or licensee by contract with the Railway, was impaired.
