P. 80B, affirming the consolidated decision of the Town of Phippsburg Board of Appeals in which the Board of Appeals affirmed the Town of Phippsburg Planning Board’s approvals of Bruce L. Poliquin’s applications for a new business permit and a lesser buffer permit in connection with his proposed beach club development..
