This matter is before the Court for a decision on the merits after an ore terms hearing on William S. Stickley’s petition asking this Court to find that the decision of the Rockingham County Board of Supervisors denying him the right to operate a game and shooting preserve on his property was unreasonable, arbitrary, and capricious.
