Located in the City of Newport, Bowen’s Wharf is a thriving tourist destination that includes an active marina as well as a variety of retailers, restaurants, and art galleries. In this appeal, we are called upon to decide a question that will clarify the rights and obligations of two adjacent landholders whose combined property comprises the entirety of Bowen’s Wharf.
