This case comes to us on direct appeal1 from the Chancellor’s grant of plaintiffs’ motion for summary judgment. The primary question presented is the constitutionality of the Senate Reapportionment Act of *7041981,2 which Act reapportioned the State Senate in response to the 1980 federal decennial census, as required by Art. II, § 4 of the Tennessee Constitution.
